This is not meant to be an html template as much as a template to show how the organization
the page can be done in various php files; config, head, menu, tail. It also has some
common code to use as a quick starting point. Keeping all elements related to the head
tail and menu files makes the site much easier to maintain as well as keeping common
functions, defines, and variables in the config file. As a general rule, if you have to
change the same thing in more than one place, you have not organized it well.
