Converts X Y moves to X C moves while converting linear feed rates to rotary
feed rates and adjusting for the cut radius at specified interval. Breaks
moves, longer than specified, into short moves, no longer than specified, to minimize rotational
interpolation error.
Added configuration options to select comments to be included in output.
